The original guide, encoded in ML 2024-24 of December, was designed to expand the ways that borrowers meet with the lenders after the success of remote communications in housing problems that door to the Covid-19 Pandemia.
But after reviewing the policy that was scheduled to enter into force on July 1, the new Department of Housing and Urban Development of the United States (HUD) Leadership under the Trump administration has determined that the provisions in the previous guide were too onerous and are making some changes.
“HUD has since determined that the permanent requirements established in ML 2024-24 are unnecessarily onerous,” reads the letter on Tuesday. “Through this ML, HUD is updating the permanent policies established in ML 2024-24, as of July 1, 2025.
“This ML also expands what can be used to meet the reasonable effort requirements, including allowing it [lenders] To demonstrate compliance with [regulations]. “
The new ML also makes technical corrections to the orientation that was published in January, shortly before the inauguration of Trump, which extended the Covid-13 recovery options to February 2026. The FHA at that time aimed to give the interested parties “time for the implementation requirements.”
This week’s letter said that the losses mitigation practices of the COVID era will end in September 2025, but the cases that are already in process and approved after that point may proec.
The terms are also updated in the new letter. What was previously known as a “loss mitigation consultation” is now known simply as an “interview”, and the definition and burden of a “reasonable effort” to contact an impacted borrower has also changed.
The early participation of the borrower in the process remains encouraged, but the new guide is designed to provide the lenders a flexibility of procedure in the process of achieving the legal result.
The rules on the election of the refund plan also have a tight bone in the new letter, and now an assistance station of a borrower for the affordability of said plans will be required.
